Proctor and Lampton assume leadership roles on HCC Board of Trustees
William Proctor has been elected chair and Paula Lampton has been elected to serve as vice chair on the Hagerstown Community College Board of Trustees. Proctor replaces John Williamson, who served as the board chair for the past three years. Lampton replaces Proctor, who previously served as the vice chair.
The HCC trustees serve as voting members of the board in the development and evaluation of college policies. The board functions as the governing body of the college in accordance with Code of Maryland Regulations and oversees the work of the president of the college. The board consists of a chair, vice chair, and five members. In additional to Proctor and Lampton, other current board members include Austin Abraham, Carolyn Brooks, Tom Newcomer, Greg Snook, and John Williamson.
Proctor received a bachelor’s degree in political science/economics from Hood College and a Juris Doctor degree from the University of Baltimore School of Law. In 1983, he developed and taught a jobs retraining program for C.E.T.A. at HCC, and served as a collective bargaining representative for AFSCME Council 67, before opening his own law firm, Proctor Law, P.A., in 1998. He has served on the HCC board since 2012.
Lampton graduated from the Montefiore Hospital School of Nursing in Pittsburgh, and subsequently worked in neonatal intensive care, was the director of development for the Parent Child Center, and was the telethon coordinator for Easter Seals of Washington County. She is a long-term resident of Washington County and is very active in the community. Past affiliations include member and chairman of Pen Mar Development Board of Directors, chairman of the Washington County Planning Commission and member of the Washington County Zoning Appeals Board, past president and member of the Board of Directors of Hagerstown YMCA, member of the Hospice Board of Directors, and co-founder of S.T.A.R.S., Inc. She has served on the HCC board since 2016.
