Higher Education Opportunity Act

In accordance with federal regulations, Hagerstown Community College provides prospective and current students as well as the general public with a variety of academic, institutional, and financial assistance information. General Institutional Information

About HCC

HCC is a state- and county-supported comprehensive community college. Its central purpose is to offer a diverse array of courses and programs designed to address the curricular functions of university transfer, career entry or advancement, adult basic skills enhancement, general and continuing education, as well as student and community service. It is part of the College’s mission to promote and deliver educational excellence within a learning community environment and to foster regional economic and cultural development through community service and collaboration. The College is charged to provide high quality education at a reasonable cost to meet the post-secondary educational needs of the citizens of Washington County and the surrounding region. Academic and Program Information

Accreditation, Approval, and Licensure of Programs

Articulation Agreements

Articulation is the process of communication between HCC and other educational institutions like universities, colleges and high schools. HCC develops articulation agreements to ensure that students can receive credit for their work and transition more easily between institutions.

Transfer of Credit from Other Institutions

Credit is granted for course work completed at regionally accredited colleges and universities and that apply to the student’s program at HCC. The credit for prior learning specialist is the appropriate staff member to evaluate courses taken more than 10 years ago. Credit for courses accepted from other institutions satisfies HCC’s graduation requirements. The course grades, however, are not calculated in the grade point average at HCC.

For students transferring from any University of Maryland system institution, all applicable general education coursework with a grade of “D” or above will be accepted in transfer. For program requirements, grades of “D” will be accepted only if the grade point average for the block of courses is 2.0 or higher. HCC will convert courses taken at institutions that operate on the quarter system to semester hours. Quarter hours are multiplied by 2/3 to equal semester hours.

Students may transfer up to 75 percent of their degree or certificate requirements. All transfer students working for a degree or certificate must take at least 25 percent of their credits at HCC.

Student Financial Aid Office

HCC’s Student Financial Aid Office provides resources to students seeking financial assistance. Aid is available through grants, scholarships, loans, and student employment at the College. Student Complaint Process

Hagerstown Community College is accredited by the Middle States Commission of Higher Education (MSCHE). MSCHE welcomes third party complaints. In order to file a complaint, please use this link https://www.msche.org/complaints/

Health and Safety

HCC has its own Police Department, certified by the Maryland Police and Correctional Training Commissions. The officers have full police authority on campus and at off campus locations under the control of HCC. The mission of the HCC Police is to serve and protect the college community and enforce all laws and college policies.

Drug and Alcohol Abuse Prevention Program

HCC provides literature and educational programs related to health and safety, including information on drug and alcohol use, abuse, and prevention.

  • HCC students are 40% male, 60% female, and <1% gender unknown.
     
  • 35% of HCC students are self-identified members of a minority racial or ethnic group. (12% Black or African American; 12% Hispanic/Latino; 3% Asian; <1% American Indian or Alaska Native; <1% Native Hawaiian or Pacific Islander; 9% are Two or More Races).

Finance

Student Outcomes

As a Title IV institution receiving federal financial aid, HCC is required to submit data to the Integrated Postsecondary Education Data System (IPEDS) regarding graduation, completion, and transfer-out rates for students. The following information is provided in compliance with the Higher Education Act of 1965, as amended. The rate reflects the most recent publicly available  graduation, completion, and transfer-out status of students who enrolled during the fall semester and for whom 150 percent of the normal time-to-completion has elapsed.
